Is it time to form the Equal Services Opportunity Commission
Many Federal resources
are devoted to seeing if Federal agencies have jurisdiction under Title
VI, Title IX, Section 504, and the Age Discrimination Act. A
whole Section of the Civil Rights Division is devoted to doing a report
card for the Attorney General to provide to the President on how well
agencies are enforcing Title VI, Title IX, Section 504, and various
grant related nondiscrimination statutes. Wouldn't much
bureaucratic red tape be cut and much money now used just for reporting
be saved, if we created an Equal Services Opportunity Commission (ESOC).
This Commission would receive, investigate, conciliate, and when
necessary adjudicate complaints
that beneficiaries of Federal financial assistance discriminated in the
delivery of services.
