Investigative Procedures Manual

When a Federal agency that gives out federal financial assistance conducts an investigation to see whether discrimination has occurred, what do they look for?  Learn what the Department of Justice trains them to look for and how to go about it.   Get a copy of the Investigation Procedures Manual for the Investigation and Resolution of Complaints Alleging Violations of Title VI and Other Nondiscrimination Statutes (DOJ Investigations Procedures Manual) by going here http://www.usdoj.gov/crt/cor/coord/invmanual.htm.  Note some appendices were updated in 2001, though the body of the manual has not been updated since 1998.  But then the techniques of how to do a Title VI investigation have not really changed, though who is selected for investigation, the scope of the investigation, and the issues investigated may depend on political realities.
